This chapter describes the major operations local governments conduct that have the potential to significantly impact the environment. The operations include: 1) construction and maintenance, 2) pesticide management, 3) public safety, 4) solid waste management, 5) wastewater collection and treatment, 6) water supply, and 7) vehicle/equipment maintenance. This chapter also includes a discussion of those programs where the local government is the regulatory authority (i.e., pretreatment, air quality monitoring, and land use planning). However, there are other operations that may be conducted by a local government that are not addressed because they are covered in other sector notebooks. Those operations include power generation/utilities and transportation.
