III.B. Pesticide Management
Local governments are responsible for the application of pesticides to maintain building and grounds appearance and prevent or irradicate pests or disease-carrying vectors. Pesticide management includes the application, storage, and disposal of pesticides to improve the health and appearance of the outdoor and indoor property owned by the local government.

Each pesticide-related activity a local government conducts is potentially regulated under environmental laws and regulations. The specific activities related to pesticide management and the respective regulations include:
· Activities with aspects regulated under FIFRA:
- Pesticide application, both indoor and outdoor
- Applicator certification
-- Recordkeeping
- Pesticide storage
- Pesticide disposal
· Activities with aspects regulated under the CWA:
- Pesticide application outdoors (if the local government develops best management practices in its storm water or wastewater discharge permit)
· Activities with aspects regulated under RCRA:
- Pesticide/pesticide container disposal
· Activities with aspects regulated under EPCRA/CERCLA/CAA:
- Pesticide storage
- Spill/release response
· Activities with aspects regulated under the ESA:
- Pesticide application.
Purchasing includes the acquisition of pesticides and pesticide application equipment. While no purchases are regulated directly by environmental laws, there are several purchasing decisions that could impact the environment. For example, most pesticides are now sold in recyclable containers that can be returned to the dealer. Purchase of such pesticides will prevent the local government from having to dispose of the containers, which could be a regulated waste under RCRA. Similarly, purchase of pesticide application equipment is not regulated by environmental law, but could help the local government conserve resources and reduce potential environmental impact from pesticide applications. There are types of pesticide application equipment available that are intended to apply pesticides more efficiently and reduce the environmental impact of application.
